Regular upkeep once involved wiping the lid surfaces and rims to clear accumulated dirt and debris. Staff would also apply lubricant to the hinges for smooth movement.
These wiping and lubricating actions are no longer performed routinely.
The bins stay positioned in their locations. Lids continue to lift when pressed and fall back to cover the opening.
This setup exists with the absence of lid maintenance.
